'There are two big challenges,

IT'S not a job for the faint-hearted.

Among her predecessors, one was suspended never to return to his desk, another retired shortly after a hammering from the Audit Commission while the most recent incumbent endured unwanted national headlines thanks to his salary.

As Hull City Council's newly-appointed chief executive, Nicola Yates prefers a less high-profile approach.

True, she's in charge of Hull's biggest organisation and is technically responsible for just over 12,000 employees.

Because of its size and reach, the council is rarely out of public gaze.

Yet the 49-year-old, who last week officially stepped into the shoes of Kim Ryley, is keen to downplay any idea of her wanting a place in that spotlight.

Instead, she intends to forge a largely behind-the-scenes role, preferring politicians to take the lead in public while taking her seat on the boards of various key decision-making bodies, such as Hull Forward and One Hull, Public speaking engagements will follow, but she's unlikely to be a regular on Peter Levy's sofa.

As a result, her interview with the Mail is going to be her only official media outing following her appointment.

Beforehand, I'm also told she doesn't want a fuss making of the fact that she's the first-ever female chief executive at the authority.

She starts by putting her new role into perspective.

She said: "The fact is, I am in a very public position and I accept certain public responsibilities go with that.

"Equally, it's a fact that it's also a highly-paid public sector job and I accept all the stuff that goes with that too.

"Whatever people might think about that, I think it's important that I am judged on my ability to get things done.

"While I have strong views on things, it's up to the people who make the decisions - the democratically-elected politicians - to take the lead in public.

"As officers, we are here to give professional advice, but not to lead because I think if we did, there could be confusion among the public about who is in charge.

"That's not me ducking responsibility, it's just how I believe a local council chief executive should operate."

The council's tightening purse strings are reflected by the fact that Ms Yates' annual salary of Pounds 160,000 is about Pounds 40,000 less than her immediate predecessor as chief executive.

Having arrived in Hull last year as deputy to Mr Ryley, she accepts the coming 12 to 18 months are likely to difficult.

She said: "There are two huge challenges to come, one being the possibility of a new national government and the other being ever- decreasing levels of funding, whatever the shape of that government happens to be.

"Managing the operation of the council through this is going to be very difficult.

"We have got to respond to these changing circumstances by protecting the services most valued by replica clothing the public while ensuring they remain value for money."
